Resolved, That the 68th General Convention of the Episcopal Church, commending the work of the National Episcopal Coalition on Alcohol (NECA) and the service of Alcoholics Anonymous and other programs addressing the problem of chemical dependency, calls on local congregations to develop and engage in programs of education and training in treatment techniques, and reminds clergy and laity of the Church's pastoral responsibility for victims of these maladies.
