Resolved, That this 68th General Convention request the Presiding Bishop to implement the Executive Council's recommendation to appoint a broadly representative group from across the Church to study women's participation in congregational, diocesan, provincial, and national Church bodies and to review, evaluate, plan and propose policy on women's full participation in the life of this Church, taking into consideration the study being made by the Triennial Committee and availing itself of information from the Council for Women's Ministries and other agencies of this Church, the Anglican Communion, and ecumenical bodies concerned with women's ministries.

Resolved, the House of Bishops concurring, That Canon I.1, Sec. 2 be amended to include a new sub-section (9):

A Commission for Women consisting of twelve members (three Bishops, three Presbyters or Deacons, and six Lay Persons) of whom at least half shall be women. Its duties shall be to:

-Study women's participation in congregational, diocesan, provincial, and national Church bodies.

-Review, evaluate, plan, and propose policy on women's full participation in the life of the Church.

-The Commission shall cooperate with other branches of the Anglican Communion as well as other members of the ecumenical community in the development of Women's Ministries.

Proposed Committee Substitute:

Whereas, there is a need to study, review, and evaluate the participation of women in congregational, diocesan, provincial and national church bodies; and

Whereas, the Triennial Committee of the ECW has commissioned a study on women's role in the Church; and

Whereas, the Executive Council has recommended that early in the next triennium a broadly representative group from across the Church at large be appointed by the Presiding Bishop to review whether or not the present direction of women in the Mission and Ministry is the most helpful way to enable fuller participation of all women in the Church; therefore be it

Resolved, the House of Bishops concurring, That this 68th General Convention request the Presiding Bishop to implement the Executive Council's recommendation to appoint a broadly representative group from across the Church to study women's participation in congregational, diocesan, provincial, and national Church bodies and to review, evaluate, plan and propose policy on women's full participation in the life of this Church, taking into consideration the study being made by the Triennial Committee and availing itself of information from the Council for Women's Ministries and other agencies of this Church, the Anglican Communion, and ecumenical bodies concerned with women's ministries.
