Resolved, the House of Bishops concurring, That in the spirit of Jubilee, it be this Church's strategy that each congregation become an inclusive center for mission and ministry; and be it further

Resolved, That the Church at local, diocesan, and national levels focus training resources to facilitate that goal; and be it further

Resolved, That either from among present staff or by judicious recruitment the Presiding Bishop and the Executive Council no later than January 1, 1992, designate a staff adequate to accomplish this goal; and be it further

Resolved, That there be established a churchwide initiative in the training of clergy, laity and congregations as leaders in spiritual formation for a pattern of church life that links the Gospel and the Baptismal Covenant to the vision of advocacy, empowerment, and incarnation of social witness.

Proposed Committee Substitute:

Resolved, the House of Bishops concurring, That Jubilee Ministry become a diocesan and congregationally based program and have as a goal that each congregation become a model for mission and ministry; and be it further

Resolved, That either from among present staff or through judicious recruitment, the Presiding Bishop and the Executive Council, not later than January 1, 1992, designate a staff adequate to facilitate this goal.

Deputy Midwood of Pennsylvania moved an amendment to the substitute for A126.

Proposed Amendment:

Following the words "Jubilee Ministry," add the words "be a model for diocesan and congregationally based ministries having" and delete the words "become a diocesan and congregationally based program and have."

The Midwood amendment was accepted by the Committee.

A vote was taken on the substitute for A126.
