Resolved, the House of Deputies concurring, That this 70th General Convention of the Episcopal Church express its unequivocal opposition to any legislative, executive or judicial action on the part of local, state or national governments that abridge the right of a woman to reach the informed decision about the termination of pregnancy and that would limit the access of a woman to safe means of acting on her decision.

Proposed Committee Substitute:

Resolved, the House of Deputies concurring, That the 70th General Convention reaffirm Resolution C047a on the subject of abortion, adopted by the 69th General Convention.

The Committee on Social and Urban Affairs presented its Report #32 on House of Bishops Message #70 relating to Resolution C021s (Woman's Right to Choice) and moved concurrence.

Deputy Burn of Ohio moved an amendment to C021s.

The amendment was ruled out of order.

Deputy Doubleday of New York moved a substitute to C021s which would restore the original C021.

Proposed Substitute:

Resolved, the House of Bishops concurring, That this 70th General Convention of the Episcopal Church express its unequivocal opposition to any legislative, executive or judicial action on the part of local, state or national governments that would abridge the right of a woman to reach the informed decision about the termination of pregnancy and that would limit the access of a woman to safe means of acting on her decision.

The clerical deputations of Virginia, Rio Grande, and South Carolina called for a vote by orders on the Doubleday Substitute.

Deputy McCarty of Florida moved an amendment to the Doubleday Substitute.

Resolved, That this Convention commends C047a on the subject of abortion adopted by the 69th General Convention as still expressing the spirit and mind of this Church.

Deputy Doubleday accepted the amendment.
