Resolved, That the 71st General Convention reaffirms our 1976 resolution that homosexual persons are entitled to equal protection under law with all other citizens; and be it further

Resolved, That the Government Relations Office of the Episcopal Church be directed to work on behalf of pending and future legislation to assure that such protection is provided in actuality.

Resolved, the House of Bishops concurring, That the 71st General Convention endorse an amendment to the 1964 Civil Rights Act which would outlaw discrimination against persons on the basis of their sexual orientation; and be it further

Resolved, That the Washington Office of the Episcopal Church be directed to work vigorously on behalf of such a bill.

Proposed Committee Substitute:

Resolved, That the Government Relations Office of the Episcopal Church be directed to work on behalf of legislation to assure that such protection is provided in actuality.

Deputy Cavanaugh, Chair of Committee No. 11 on Social and Urban Affairs moved an amendment to the substitute for C019.

Proposed Amendment:

In the second resolved: Add the words "pending and future" after "on behalf of" and before "legislation".

The Chair asked the House for any objections. The House accepted the amendment.

A vote was taken on the substitute for C019, as amended.
