Resolved, That the 77th General Convention commend "Liturgical Resources I: I Will Bless You and You Will Be a Blessing" for study and use in congregations and dioceses of The Episcopal Church, with the following revisions:
Throughout "I Will Bless You and You Will Be a Blessing" change "same-gender" to "same-sex";
Blue Book p. 184: change "Resources for Blessing Same-Gender Relationships" to "Resources for The Witnessing and Blessing of a Lifelong Covenant in a same-sex relationship"
Blue Book p. 240: Add rubric after first rubric, stating: "At least one of the couple must be a baptized Christian."
Blue Book p. 240: In paragraph 2, line 1, delete "at least one of whom is baptized,"
Blue Book p. 241: In Presider's address to the assembly, delete "come what may," (paragraph 1, line 9)
Blue Book pp. 241-242: In Presider's address to the assembly, delete all of paragraph 2 ("Ahead of them...calls us all to share.")

Resolved, That bishops, particularly those in dioceses within civil jurisdictions where same-sex marriage, civil unions, or domestic partnerships are legal, may provide generous pastoral response to meet the needs of members of this Church; and be it further
Resolved, That bishops may authorize adaptation of these materials to meet the needs of members of this Church; and be it further
Resolved, That the provision of Canon I.18.4 applies by extension to “Theological Resources for Blessing Same-Sex Relationships,” namely, “It shall be within the discretion of any Member of the Clergy of this Church to decline to [preside at any rite of blessing defined herein]”; and be it further
Resolved, That this convention honor the theological diversity of this church in regard to matters of human sexuality, and that no bishop, priest, deacon or lay person should be coerced or penalized in any manner, nor suffer any canonical disabilities, as a result of his or her conscientious objection to or support for the 77th General Convention’s action with regard to the Blessing of Same-Sex Relationships; and be it further
Resolved, That the theological resource for the blessing of a life-long covenant be further developed by the Standing Commission on Liturgy and Music over the 2013-2015 triennium with specific attention to further engagement with scripture and the relevant categories and sources of systematic theology (e.g., creation, sin, grace, salvation, redemption, human nature); and be it further
Resolved, That the Standing Commission on Liturgy and Music include the work of diverse theological perspectives in the further development of the theological resource; and be it further
Resolved, That the Standing Commission on Liturgy and Music develop an open process to review "I Will Bless You and You Will Be a Blessing," inviting responses from provinces, dioceses, congregations, and individuals from throughout The Episcopal Church and the Anglican Communion, and from our ecumenical partners, and report to the 78th General Convention.

Resolved, That the 77th General Convention authorize for trial use "The Witnessing and Blessing of a Lifelong Covenant" from "Liturgical Resources I: I Will Bless You and You Will Be a Blessing" beginning the First Sunday of Advent 2012, under the direction of a bishop exercising ecclesiastical authority; and be it further
Resolved, That bishops, particularly those in dioceses within civil jurisdictions where same-gender marriage, civil unions, or domestic partnerships are legal, may provide generous pastoral response to meet the needs of members of this Church, including adaptation of the liturgy and declaration of intention contained in "I Will Bless You and You Will Be a Blessing"; and be it further
Resolved, That the Standing Commission on Liturgy and Music develop an open process to review "I Will Bless You and You Will Be a Blessing," inviting responses from provinces, dioceses, congregations, and individuals from throughout The Episcopal Church and from throughout the Anglican Communion, and report to the 78th General Convention.

House of Deputies
The House of Deputies Committee on Dispatch of Business presented its Report #24 on a Special Order of Business and moved adoption:
Resolved, that in order to permit orderly consideration of the report of Committee No. 13 on Prayer Book, Liturgy and Music with respect to its report on Resolution A049 (Authorize Liturgical Resources for Blessing Same-Gender Relationships), this House set a special order of business at 5:00 p.m. on the Sixth Legislative Day, July 10, 2012, during which the following rules of debate shall apply:
- Following introduction by the Committee, a minority report shall be presented, lasting no longer than four minutes. After which, debate shall be limited to 30 minutes;
- Each speaker shall be limited to two (2) minutes;
- To the extent practicable the Chair shall recognize speakers of opposite views in alternate succession;
- No procedural motion or amendments shall be in order during the first 15 minutes of debate.

The House of Deputies Committee on Prayer Book, Liturgy and Church Music presented its Report #26 on HB Message #147 on Resolution A049 (Authorize Liturgical Resources for Blessing Same-Gender Relationships) and moved concurrence. Deputy Thurlow of South Carolina gave the Minority Report.
Deputy Michell of Dallas moved to refer the resolution to the Standing Commission on Prayer Book, Liturgy and Church Music.

Deputy Scharf of Southwest Florida called for a Vote by Orders on behalf of the deputations of Albany, Central Florida, Columbia, Honduras, Springfield, Southwest Florida, Western Louisiana, and South Carolina.

Deputy Smith of Springfield moved to restore, for Resolution A049 only, the suspended Rule regarding the Secretary’s reading aloud the list of deputations voting no or divided in a Vote by Orders.
The President ruled the motion to divide in order. The President explained that the motion to restore the suspended Rule would require the House’s vote.
Deputy Lewis of Southwest Florida rose for a point of personal privilege and asked that the House humbly receive the results of the votes on the divided resolution. The President asked the House to honor the request.
Deputy Wood of New York challenged the ruling of the Chair on division of the question, citing Rules of Order Article 8.27(g)5 and asking for the House to vote on the question of division. The President conferred with the Parliamentarian and again ruled the motion in order.
Deputy Ross of Michigan appealed the President’s ruling on whether a vote was needed for the division. The Parliamentarian explained the ruling of the Chair. A vote was taken to sustain the ruling of the Chair. A voice vote was inconclusive.
Deputy Salazar of Venezuela rose for a point of personal privilege and requested that time be granted to allow the Spanish-to-English translators to keep up with the debate.

Deputy Babb of Springfield moved that the debate be reopened in order to hear from a deputy in favor of suspending the rule. The President asked if there were any objections from the House to allow one deputy who was in favor to speak. Hearing no objection, the President allowed Deputy Babb to speak in favor of the motion.
A vote was taken on the motion to suspend the rule.
